Thing is Afonso Alves has an even better goalscoring record whilst playing for a shitter team, who i presume create less chances. And he's cheaper! Why not go for him instead. Makes more sense to me.

The reason City isn't going after Alves (anymore) is that his bid for a work permit was rejected last year. He wasn't considered an 'exceptionally skilled artist' or something like that. It either was about him being too old or not having enough national team caps. Can't remember.

Didn't we have similar troubles with Heerenven and Samaras? Oh how glad we are that we won those. Seriously though, I'm sure we went through a bit of wrangling at the time if memory serves...
