You don't need £200m to do it though becuase Chelsea must have wasted about £100m of their money on over the odds prices and buys just to stop other teams from getting players. 17m for Duff, 21m SWP, 17m Mutu, 18m Veron, 6m Johnson, 15m Argie on loan at Inter, 10m Parker to name some off the top of my head. With the right buy's and the squad we have I reckon £50m should do it with the right man in charge. I take your point, though I'd say at least two successive £50m spends would be required to give the strength in depth (uh oh, we're back to that phrase again!) to sustain a top four challenge for a number of years. One injection of £50m really wouldn't allow for any margin of error in the transfer market whatsoever, and that is not realistic to ask of any manager. Not to mention the fact that in the meantime, while the squad is being built, the existing top 4 will all be strengthening too, with their loot from the CL, league, TV money etc.
