I thought the conditions were that he was basically under house arrest at the sporting chance clinic. Thats what it said his lawyers argued to get him released.

That was my understanding too.  Sounds like the lawyers are trying to find some kind of loophole somewhere in the small print.

They should get that guy who gets them all out of all them motoring offences. Mr Loophole or whatever they call him.

He might be a bit specialised, though.  As far as I know, Joey hasn't tried to mow anyone down in his chavmobile.
